Hi Alex,

Thank you for consulting us on this application.

I can’t see that the original condition came from an EH response and the structure of the condition is not based around the guidance that we use so the requirements of this assessment are not clear.

From looking at the Design Note it is likely that light spill will be at or below the Environmental Zone E3 (Medium district brightness) and this is indicated within the note. This would be a logical design choice to used for such an assessment but the assessment falls short of making this comparison directly or referencing the Guidance Notes for the Reduction of Obtrusive Light GN01.

It is not possible to say if the full requirements of the guidance will be satisfied from this report however this would not be reason enough to refuse the application and so a decision must be made it is likely that the scheme will be satisfactory given the limitations of this report and assessment .
